Athens Council Choose Lilly to Fill EDC Board Vacancy

The Athens City Council approved the appointment of Kevin Lilly to the Athens Economic Development Corporation Board of Directors.

Lilly will fill the vacancy for Place 5.

The council tabled the appointments of Chad Hardgrave and Billy Carter to the Athens Economic Development Corporation Board of Directors. The council requested further information about Hardgrave and Carter who are seeking appointments to Place 6 and Place 7 on the Board.

The council also received routine updates concerning tourism and animal services.

Resolutions voted on and adopted by the council were:

The Athens Economic Development Corporation was authorized to execute a Real Estate Sales Contract for the purchase of TBD FM 1615, in Athens, Texas.

The council authorized the Athens Economic Development Corporation to execute a Purchase and Sale Agreement through Real Estate Exchange between the Head Family Trust and the Athens Economic Development Corporation.

The Athens Economic Development Corporation was authorized to execute two separate Real Estate Sales Contracts for the purchase of 0 FM 1615.

The council also approved an amendment to the Performance Agreement for Life and Legacy Tribute Services.

Athens City Manager Elizabeth Borstad was authorized to enter into an agreement with Garver for Environmental Assessment Services at Athens Municipal Airport.

The council also authorized the city manager to enter into an agreement with Garver for Preliminary Engineering Report pertaining to the Athens Municipal Airport.

A reduction in permit fees for Athens ISD Bond project was also approved.

Borstad was also authorized to update the City’s ninety-day General Fund Emergency Reserve. The surplus funds will be allocated to the City of Athens Streets and Drainage Capital Improvement Fund.

The council amended Chapter 23 of the City’s Code of Ordinances pertaining to Fees and Cost of Services, Monday.

The council approved a budget amendment for the year ending September 30, 2026.

The council approved a request to close an abandonment of approximately 0.28-acres of Bel Air Drive adjacent to Bel Air Elementary School.

Athens City Manager Elizabeth Borstad also updated the council on planned projects including airport runway expansion and various HMGP Grant projects.

No action was taken on Monday.

The Athens City Council meets regularly on the second and fourth Monday of the month in the Civic Hall, Room 216 of the Cain Center, 915 S. Palestine St. in Athens.
